Rapid Reviews, CSPRs and Learning Reviews

Child Safeguarding Practice Reviews (CSPRs) are a statutory process governed by Chapter 5 of Working Together 2023 Working together to safeguard children 2023: statutory guidance (publishing.service.gov.uk)

They are designed to provide assurance and identify improvements in systems and processes so that agencies can learn lessons and improve the way they work together to safeguard and promote the welfare of children and young people.

Following the death or serious injury of a child or young person in which abuse or neglect is suspected or a known factor, the National CSPR Panel will be notified by the Local Authority (LA) within 5 working days of becoming aware that the incident has occurred, and a rapid review will take place. 

Nb. For a cared for child, irrespective of whether abuse or neglect is suspected, the local authority must notify the Secretary of State for Education, and Ofsted of the death of a looked after child or the death of a care leaver up to and including the age of 24.

It is the responsibility of the LA to determine whether to notify and undertake rapid review, however it is important to gain the perspectives of the Safeguarding Partners via Joint Agency Reviews (JARs) or where necessary, by bringing together urgent multi-agency SSCP meetings.

The SSCP has a CSPR Group that undertakes Rapid Reviews, and will also consider as part of the rapid review, whether a CSPR should be undertaken/ commissioned.  A CSPR should be undertaken where further learning may be able to be obtained that may be beneficial locally or nationally.  See Chapter 5 of Working Together 2023 for more information about when to progress to a CSPR.
